What is CDBG?

The Community Development Block Grant (CDBG) program is a flexible program that provides funding to address a wide range of unique community development needs. The City of Meridian receives CDBG funds annually from the U.S. Department of Housing and Urban Development (HUD).

City of Meridian Objectives

The City has adopted a five (5) year consolidated plan that spans from 2017 to 2021, which focuses on 1) improving accessibility, 2) enhancing homeownership opportunities, and 3) providing social services to Meridian low- and moderate-income residents. All activities that are funded must meet one of these objectives.

Apply?

Accessing CDBG Funding

Community partners interested in furthering the goals of the consolidated plan are invited to apply for CDBG funding every spring. The Community Development Program Coordinator will work with potential applicants to determine if the project qualifies as a Meridian CDBG project.  Recommended projects will be presented to City Council for final approval.  See Public Service Application Guidelines and Housing, Public Facility, and Infrastructure Application Guidelines for additional information.

Planning and Reporting

Consolidated Plan

The Consolidated Plan identifies the housing and community needs of the City, organizes these needs based on priority, identifies resources that address the community’s needs, and establishes annual goals and objectives to meet those needs within a 5-year plan period

Annual Action Plan

The annual action plan spells out specifically how the City will address the goals and objectives in the Consolidated Plan during the program year.

 

 

CAPER

At the end of each program year, the City provides a summary of expenditures and related accomplishments to the public and HUD. This annual assessment is called the Consolidated Annual Performance and Evaluation Report (CAPER).                                                            

CDBG CARES Act Amendment

The City received $542,303 under the CARES Act.  These funds were allocated to public service and administrative activities.  The City proposes to submit an amended 2017-2021 Consolidated Plan and Program Year 2019 (PY19) Action Plan to update the documents to allow a portion of these funds to be used to assist with land acquisition for the Wood Rose Apartments, which will be located at 1160 W. Ustick Road. 

This is open for public comment from November 15, 2022 to December 16, 2022, with a public hearing during the 6 pm Council meeting on November 22, 2022. Please send all questions and comments to Crystal Campbell at ccampbell@meridiancity.org.

Environmental Review for Wood Rose Apartments

The City of Meridian has approved a CDBG application from The Housing Company to purchase land for development of the Wood Rose Apartments, to be located at 1160 W. Ustick Dr. in Meridian.  This requires a change of land use, which triggers an environmental assessment with HUD to be able to utilize these funds.  The City is issuing a Notice of Finding of No Significant Impact and a Notice of Intent to Request Release of Funds.  Any comments received by December 6, 2022 will be considered by the City prior to submitting the Request for Release of Funds from HUD on December 7, 2022.  Please see the documents below for additional information.
